Is this a reasonable Windows 8.1 VM size?

Hi,

I have windows 7 64 but installed in VMware fusion with Office 2013, Norton, and a few other small apps (like chrome). The VMWARE is 24 GB.

I recently installed Windows 8.1 64 bit with Office and it is only 11GB.

Is this reasonable? I heard all the complaints that the Surface lost half of its storage to the OS so I expected W8 to be huge.
