Could not create Direct3D device; Windows 7 on Fusion 5.0.4

I've been trying to run some old games like many of you here.  I've tried to install several games, but the one in question is Port Royale 3.  When trying to run the game I get the following error message.

 

Dx9\Device_Dx9.cpp(351): Error in 'Render::Device_Dx9::setupD3D': Could not create Direct3D device! Please check your DirectX installation and install the latest driver for your graphics card.

 

I'm running a late 2011 MacBook Pro 13-inch.  OS X 10.8.5, 2.4 GHz Intel Core i5, 8gb 1333 MHz DDR3, with Intel HD Graphics 3000 512 MB video card.  From what I can tell everything with respect to DirectX and my graphics card is up to date.  Following another post I saw, I've tried downloading GLDirect, and copying the opengl32.dll file into the game folder but nothing happened. 

 

Everything I've read about VMware Fusion says that it supports everything Port Royale 3 can throw at it.  I'm not looking to do heavy gaming, just enjoy a few games. 

 

Any help is appreciated, work-arounds, etc.  Also, if any other information is needed that I'm not providing, I will gladly do so.
