Syncing up the IPs for Apple and Windows

Background Information:

Host :

  Fusion 6.0.2

  Apple Ethernet Thunderbolt adapter

  Networking OK

Guest :

  Any Windows OS, tested from XP SP3 to Windows 7 SP1

I am having trouble with the following:

I am able to connect to the internet via an Apple Ethernet Thunderbolt Adapter, and trying to run an additional instrument on a local static IP (using 10.0.0.1). On the mac side I am able to connect to the internet and get a response from the outside instrument. However, the Windows side is not responding to the IP address of the instrument, nor will it connect to the internet, and I cannot find a way to change the addresses manually.
