Apple Keyboard with Numeric Keypad - Keypad not functional

I cannot use the Numeric Keyboard on my Apple Keyboard with Numeric Keypad when in logging into Windows 8, or when typing in any document or field when in Windows.

I think that such functionality should be possible with an Apple Keyboard. Do you think I should submit a feature request? If so, where do I send such a request.
